ECONOMIC COMMITTEE OF CABINET VRS ECONOMIC MANAGEMENT TEAM

 


Those of us trying to make a case for Hon. Alan kyeremanten and making it look as if Dr. Bawumia was in charge of the government and Chief Alan was just an observer should kindly get this clear.


Chief Alan was the chairman of the Economic Committee of the cabinet. A position he held for 6 years before his resignation. The distinction between the Economic committee of the cabinet and the Economic Management Team is very clear and concise.

 

Cabinet and its committees ie. The Economic Committee of the cabinet is a creation of the constitution (article 76) meaning no government can do without that it will be in breach of the constitution.


The EMT is not a creation of the constitution but a cabinet, in, fact future governments can decide to dissolve the EMT. To put it, EMT is a subset of Cabinet.


Economic Committees of Cabinet are restricted to only Members of the cabinet. And membership of the Cabinet is restricted to not more than 19 Ministers of State.


EMT has no constitutional limitations in terms of membership, ie. anyone Cabinet sees to be competent can be recommended to EMT. Appointments to EMTs are done by the cabinet.


The roles and duties of the Economic Committee of the cabinet are spelled out by law whiles the roles and duties of the EMT are spelled out by the cabinet.


It is important to note that  EMT has no constitutional basis but has been adopted by precedents, not by law which means its recommendations are not legally binding to the cabinet. The cabinet can decide whether to implement the recommendations of EMT or not depending on the interest of the cabinet.


On whether EMT is bigger than the Economic committee of the cabinet or not the answer is spelled out in article 76 of the constitution the roles and definition of the cabinet.

EMT in itself is an establishment of a cabinet. 


So those who are saying EMT is bigger than the economic management Committee so go and read article 76 of the constitution and come again.


In conclusion, chief Alan as the chairman of the Economic Management Committee had a bigger responsibility than the Chairman of EMT so he can not insulate himself from the current economic struggle. His committee should take responsibility for the situation we find ourselves in now.  


If today chief Alan is telling Ghanaians he is finding it difficult to craft a message for election 2024 because the economy isn't doing well then I think he should blame himself. 


Dear delegates, please I will once again entreat you to kindly treat any candidate who comes to you to blame the government of President Akufo Addo for the global economic hitches with the contempt they deserve. 


Those candidates can not survive any election if they claim the government has failed.
